Shuttle Vs WC

Not in my experience. The heatpipe fan speeds up or down depending on CPU load (and can get quite loud), and mixed with a video card's fan, I've found SFF boxes to be just as loud as a regular tower.
 
I'm running the SN95G5 and I have found it to be quieter then my old system. My PSU smart fan is quieter then my video card fan. The thing that makes the most noise is my video card.
 
They may be if you use a 80-120mm fan adapter on the back.

I was so close to doing that, but it wouldn't fit in my carrying case. So Im gona try to use an 80-92mm adapter and a panaflow on the inside.

Stock, it is fairly quiet compared to your average enthusiest case (as long as you use the 65C quiet cpu temp setting) It will kick up the fan if you are taxing the system though.
 
My SN95G5 is quieter than a typical ATX mid-tower ("typical" meaning a gaming PC with a few case fans), but yes, it is definitely audible. You can keep the fan on Low and still achieve perfectly acceptable temperatures. At this setting the fan is barely audible, but your graphics card (and potentially hard drive(s)) will certainly be noticeable.
 
I realize this might not be much help, but I recall building a p4 shuttle system (older socket 478 p4) and I swear I thought something was wrong after i booted it up because i couldn't hear it.

After it did it's normal boot up, the fans throttled down and it was by far the quiestest thing I ever ran.

I believe that most of their systems have fan throttling with well designed heatsinks on the CPU with heatpipes going out back. If noise is really a concern, then I'd recommend not getting a new p4 since the more they heat up, the faster the fans have to turn.

Assuming the SN95G5's fan controls are similar to Shuttle's other systems, here's how it works. When you turn the system on, the fan immediately spins up to High. This is obviously a safety measure to prevent you from setting shit on fire. After about two full seconds, the fan spins down to whatever option you've set in BIOS.

You can choose Low, Mid, High, and temperature-controlled. Low is barely audible. Mid (which I keep it on) is definitely not silent, but certainly tolerable. For High, imagine standing around five to ten feet away from a running vacuum cleaner. Temp-controlled basically starts at Low and ramps the fan speed linearly after the temp hits a user-changeable threshold. (The range of values you can enter isn't that flexible though.) If you're running, say, a 3500+ 90nm, the temp-controlled setting likely won't spin the fan up even under load. The idle temp difference between Low and High is only around three degrees average.

To put it briefly, I can't imagine the Low setting being insufficient unless you're running dual monitors and trying to play two different games on them at the same time while simultaneously encoding videos.
 
My SK83G would kick up the fan when I play games even on the 65c temp control setting. Though it would take ~10min to get up there and it would kick up for about 5sec then stay down for maybe 30sec.
