Shuttle ST20 G5 - Front panel lights dont work

I am rebuilding an old shuttle for a friend. I did a fresh install of Win7-32 with a Gf7950.

After all is said and done, none of the front lights are coming on. Hard Drive and Power lights used to.

What am I missing?
