What kind of GPU heatsink/fan will fit on a 9800 Radeon and still allow it to fit in my Shuttle SFF case.
 
The retail one. Seriously, I don't know how much overclocking you plan on doing, but consider the power requirements of overclocking as well as the additional heat output...you just won't get very far. And this is from a fellow SFF owner. I'm not trying to discourage you, but I think you need to realize the system's limitations.

If you're just trying to cool your graphics card a bit better, then disregard the above and then my answer is "I don't know".
 
The 200watt basic PSU will handle that 9800pro. Stock cooler is fine. You wont have any issues.
 
i oc a lot, been running solid for months.

havent gone over 3200+, but thats because she gets too hot with this odd hsf.
