I got an SD30G2B Barebones from work that is missing the power supply. I will not be installing any kind of tuner card in it, just a low powered gfx card for hdmi and wireless. I would be buying 2GB DDR2 667, Intel E5200, HD, Power Supply and cheap gfx card. My main questions are what kind of power supply does it need and would it make a good media pc for Hulu and torrents on a 42" 720p plasma.

The standard 250W G5 Shuttle PSU will be enough, you'll find these on ebay because a lot of people swapped out their 250W for a 300W.
 
Any low end ATi Radeon with HDMI. They have a built-in soundcard so the audio is passed through with the HDMI. Also, the lower 4x00 HD series have a very low power requirement and thus heat output. Some are even passive, but with the Shuttle, you're best off with one that has it's cooler on the back.

Suggestions:

Gigabyte HD 4550 Passive 512MB -- € 40 / $ 45
Sapphire HD 4670 Ultimate Edition 512MB -- € 70 / $ 80

As you can see, the 4670 512MB can play COD4 with all settings max, FSAA x4 and AF x16 at more than 30fps at Full HD resolution. So if you do want to maybe game someday, that is the card you'd get. If it's purely Home Theater usage, you don't NEED anything faster than the 4550, which already is a little overkill. Still, with GPU assisted video encoding getting bigger, it probably matter in the long run.
