Should my CPU temps be lower?

I got a Koolance EXOS-Al last month and so far its great, my system very is quiet and my GPU temps are very low.

My problem is that I recently got my MSI K8N Neo2 Platinum back and the temp monitor shows about 38C idle and 54C load. My last motherboard, the AV8 was even worse. Granted my voltage is at 1.68v on a NewCastle but I was kinda expecting to see a more drastic change like my GPU saw.

For comparison my GPU temps are exactly the same, and the 6800GT @ ultra speeds usually runs 54-80C on air.

I'm using Arctic Silver 5, I put a small amount(size of a BB) on the heat spread and then placed my H06 waterblock on top of the CPU and twisted a little just like the AS website instructs. I also tried putting a small amount and then spreading it flat but that was even worse.

Are these temps normal for my setup or am I doing something wrong?
 
I just upgraded my cooling too. I have an Asus A8V board and put an xp-120 w/ thermalright thunderblade fan. I also used a small bb size of artic silver 5 and my idle tems are around 40-42 and load are bout 50-53. Mobo temp is 23 and the ambient room temp is about 23-24.
