i have this annoying horizontal lines that only occur when theres fast movement on the monitoor, like when i watch moviees i will notices that transparent lines but if i just browse the site it wont appear

so the thing is is my monitor defect since i ordered it 3 weeks ago

Sounds like tearing from improper (or lack of) vertical sync. (http://www.google.com/search?q=screen+tearing&tbm=isch)

I had this problem with one of my previous monitors (LG L246WP-BN), where it would consistently tear at the same level, with vsync on. I found out that turning the monitor off, and on again solved the issue.
I was getting the 60 fps, but the monitors timing was off by half a frame, so I got the tear.

If the tear is "moving" vertically, you aren't using vsync, and there's nothing you can do about the tear then (apart from enabling vsync) -- it's an issue with all monitors (or rather, a limitation of the technology).

so my problem is called "tear" learning something new today thanks.but this tear i got its positioned in one location only it never moves
well i did disable vsynch since people said vsync on does enable noticble framdrop while playing the games
so this is not a monitor defect then :/

i got 570 GTX

the tearing is vsync being DISABLED, with vsync enabled in game, your fps will be limited to your screens refresh rate. So on a 60hz screen, with vsync enabled, your max fps will be 60.
