So I ran out of plugs on my generic surge protector so I though might as well buy something a little better. Here is the AVR I'm looking at:

APC LE1200

then there's this better deal:
PowerUp Line Conditioner
But it looks like just a rebranded Opti-UPS with bloated spec, and reviews on newegg complain about interference.

I'll be connecting my computer, lcd monitor, lcd tv, and logitech z-5500 to it. Budget is <$40.

Help me pick one, suggest another unit, or maybe I should stick with surge protector?

It's not.

The PowerUp is a rebadged Powercom. Even if the Opti is also made by Powercom, Powercom has a full line of AVR's so even if you see two that look a like, it doesn't mean that the one with the bigger specs is a "bloated" version of the other. ;)
