so looking at this it sounds like I can have an access database in sharepoint. right? right.

However, I also want to have a program like this to be able to modify the database in sharepoint.

However that first link says
After you make changes to the data or the design of a database, you should republish it to your SharePoint site. When you republish a database, Access remembers the location, so you don't have to navigate to it again.

So basically, is it possible to have a simple C# program be able to add new entries, query the database, and save all the changes?

There's several ways you can accomplish this, but I'm not sure what the best suggestion is going to be. That may depend more on who would actually be using this.

1 - Querying Access directly within SP is possible, but I haven't personally looked into the inner workings yet. Definitely do your homework or own R&D on it -- the way that link was worded, it sounded like the database CRUD work was not committed until you republished the data. (This may simply be a forced limitation within SP's interface to prevent concurrency issues.)

2 - Create a Sharepoint Web Part that integrates into SP. You'll need to look for development specifics, depending on your specific version of SP -- WSS, 2003, MOSS, etc.

3 - Roll your own custom C# or ASP.Net app to connect to the DB and do work.

Create a custom list and then create a simple aspx page with a Data View web part that reads and writes to the list. You can customize the output by modifying the XSL of the data view web part.
