SFF sized EATX PSU?

I'm trying to figure out why I am having trouble getting my new dual-core p4 system to work...keep freezing during winxp install...have replaced just about everything...the PSU that came with my SFF case is 200W ATX, my motherboard is an EATX, ATX power connector fits (and I put the 4 pin one in too) and it will POST but always crashes/hangs during the DOS-looking winxp setup, in addition to getting weird graphics glitches (ASCII characters) in the DOS-looking setup...could it be the PSU? Do they make a SFF size (small) EATX PSU?

I think you may be confusing terms here. E-ATX is a server sized mother board, generally rectangular and I believe 9.6" by 13". If you're using a SFF motherboard it's most likely at mATX or mini-ATX. An E-ATX powersupply is usually called an EPS power supply which comes with an additional 8 pin connector for dual processor workstation/server level motherboards. I imagine you are looking for a mATX power supply, easiest way to find out is for you to tell us what case you are using.
 
Well my motherboard is an Asus P5LD2-VM http://www.newegg.com/product/product.asp?item=N82E16813131545
it's a uATX dual core motherboard and appears to have 4 extra pins for the "ATX" power connector...in addition it has a separate 4 pin power connector

This is the case and PSU that I have:

so am I supposed to be using a different PSU connector that has 24 pins (with the 4 extra) AND the regular separate 4 pin power plug OR am I supposed to do it as I am currently trying it, a regular ATX power plug (those 4 extra pins are empty but it still fits/is keyed the right way) and the separate 4 pin connector

First thing you said. :)

The extra 4 pins are for extra power to the PCI-E slot. The separate 4 pins are for the CPU. You can get by with a 20-pin PSU if you have a card with a power connector or a card under 75w - basically everything.
