Setup Is Starting Windows Freeze!

This is a newly built computer that I assembled about a month ago. The initial windows XP installation went fine, the computer was rarely ran, I had played some CoD on it a little bit, when I installed UT2K4 demo and played it, the game froze and system crashed. I tried to reboot windows, it got to the loading screen, and it kept freezing. I gave up and finally got around to reinstalling windows XP, it initializes just fine, however after it loads the files needed for setup it goes to the screen that says "Setup is starting windows" and just freezes there.

System Is:
BioStar Nforce 2 Mobo
Athlon XP 2500
512 MB DDR Kreaton 2700 DDR
Radeon 9600XT


Things I've Tried:
Swapping out memory
Switching power supply
Switching Windows XP discs
Reseating video card, CPU etc.
Switched Hard Drives
Installed Fedora Linux (No Problem)
Disabled ACPI in Bios


etc etc, anyone ever had a similar problem?

it could be an overheating proc from incorrectly installed hsf

I reseated the HSF, temps look good.
