Setting CPU core Affinity for certain programs - before they are running?

Some of my games, like, CS:S or MotoGP will 'studder' while in game. If I alt-tab out of the game and view the process, then change the CPU Affinity to a single core, the studdering goes away. I don't know why these games even have this problem, but thats a different post. My question is, can I make it so when a process comes up, that it always has the affinity set to a single core instead of both cores and me having to alt-tab out of the game?
