I've got a webserver - P4 2.4Ghz on a Intel ServerBoard WD845WD1 motherboard thats encased in a 1U at a datacenter. This morning my server wasn't responding, so I had a tech go take a look at it and he said that it was off. He powered it on, the power light comes on and the HD light blinks like normal. After a few minutes, I try and ping it again and again it doesn't respond. I have the tech connect a monitor to it and watch it reboot. He says the monitor gets no power.

It appears as though my motherboard is dead. The power lights come on like normal, but there is signal on the vga port. I'm about 5 hrs away from it so I can't just drive there to go look at it. I think it is either the mobo or the PSU. What do you guys think? The PSU works well enough to blink the power and HD lights, so I'm not sure. Any advice before I call Intel for a cross shipment?

Well if it's running. AKA lights are blinking you can probably rule out the PSU. That would be the last thing I would check in this case. Have the tech listen for any beeps. If your not getting any picture and everything else is spinning up it might also be your CPU. All else fails have the tech there do the all mighty sniff test for ozone.
