Server 2012 DHCP Not showing latest lease

I have a machine running Server2012, and for some reason it does not show the newest lease and keeps trying to give that address out. After about 10 to 20 minutes of a computer trying to connect, it will finally register the lease in Server2012 and then hand out the next address.

I know it isnt a 2nd DCHP server causing the issue, because when a machine recieves a duplicate address, the IP of the DHCP server is correct.

So heres a quick example.

PC1 boots up and gets an IP of 10.10.10.10, Nothing shows on Windows Server2012 that the address has been leased.
PC3 boots up and gets and IP of 10.10.10.10, Nothing shows on Server2012 that the address has been leased, however Windows says that it has recieved an address already in use on the network. It keeps requesting new addresses (I can do ipconfig /release and /renew to no avail)

After about 10 to 15 minutes, it will finally show that it has leased that address and allow the 2nd computer to connect.
