Serious sam 3 running sub par :(

System specs below. both my gpu's are running around 40% and the gpu speeds less than 1ghz. Ive tried lowering settings (which i shouldnt have to) and same results. I should be getting 144fps or close to all the time with my setup.

No issues that i know of with any other game i play.

Temperatures normal on CPU and GPU?
CPU not bottlenecking GPUs?

My first step after making sure it's not a temperature issue would be to uninstall and reinstall drivers. That often fixes problems.
