Serious P4 Rig Problems...HELP!!!

I finally got my comp built with the following specs:

P4P800-E Deluxe
3.0C P4
256MB BFG 6800 GT OC
1GB Kingston HyperX DDR500
SB Audigy 2 ZS
80GB Seagate PATA HD

I fired it up for the first time and two things went awry. The fan in the front of my Super Lanboy case doesn't spin up, even though it's attached through the power lead for the front of the case (for the LEDs and such) to a known working power line. Does this sound like a broken fan, a broken connection with the PSU, (all the other things on the front panel power lead work fine though) or what?

The next question is more serious. I recently did a full format of this HD to wipe it clean and prep it for my new PC. Now whenever I try to do ANYTHING (boot from Windows XP CD, boot from bootable floppy, whatever) I get a message telling me to restart because NTLDR is missing. Is this a fragment of the old files on the HD or what? Would this mean I would need to spring for a new HD? Also, unless I disable the Promise FastTrak controller in the BIOS, the computer tells me it cannot locate the IDE drives because no BIOS was found. Huh?

Anyone who is familiar with NTLDR errors and Promise FastTrak errors is welcome to help, as is anyone who can pinpoint the piece of hardware causing this major malfunction. I need an answer to these questions ASAP, because this computer I'm on may not last much longer.

As far as I understand, trying to boot from a harddrive with no OS or any device that is not bootable will give you missing NTLDR errors. Some mobos report it like that other say "Invalid System Boot Disk" etc.
To fix this make sure you have the floppy and/or cd rom listed as the first Boot Device in the BIOS. If they are make sure BIOS is picking them up, and that they spin up during boot. If this doesnt work please post your results.
As for the error, the Promise Fasttrack is the SATA controller if I remember right. If its telling you it cant pick up the ide drives when enabled then thats prob why you cant install windows, it cant pick up the cd rom drive. Im not sure on this one, it might be possible you have a damaged mobo.
For the fan, if its removable from the front of the case, remove it and plug it into a different lead to see if itll work. Hope this helps. Good Luck.

fan problem: 1st, try another fan. 2nd, use a voltmeter and test the leads on the motherboard for voltage.

NTLDR errors: its been already said but, i think its a boot priority setting problem. make sure your floppy/cd-rom are before your hdd. this can get tricky if you use a hdd controller (onboard or not...ie for Raid). there should again be a boot sequence for your hdds (there is on my Abit IC7-Max3).

I got it fixed. The fan problem was due to a missing pin in the fan header (thanks Antec  ), so I got a 3-pin to Molex converter. Problem solved. Then I lower-level formatted the HD to erase EVERYTHING. Problem solved.
