Serial Ports Not functioning

I have an old Server 2003 box that utilizes several Serial devices, and recently all of the Serial ports have stopped working. 2 Onboard, 2 PCI, and 1 USB-Serial adapter. All the ports are active and available in the device manager, but there is no traffic. I've connected several other USB-Serial adapters. Each time, a new COM port is created, but attempts to connect to a number of known functioning devices result in no communication with the device. The worst part is that I'm not getting any error messages, and the event log doesn't show anything obvious.

Any ideas?

Can you connect using Putty to a serial device, or does it give an error there? Speeds and parity settings correct? Odd that they'd all just stop working at the same time.

Also, cliche but needs asked - have you tried turning it off and back on again? Just to reset everything. Other than that, Linux boot CD to verify that the hardware is working and devices show up. Narrow it down to an OS issue, anyway.
