I'm looking for a security program that has the option of rebooting and returning the settings back to default after a certain amount of inactivity on the system. I looked into Clean Slate by Fortres but it doesn't seem to have that option. It will return the settings back to default with a logoff/logon or reboot but not with a set period of inactivity. Any suggestions?

Really it seems that you want something that's capable of logging out the current user after a period of inactivity. I would use a combination of SteadyState and, if available to you, the Winexit screen saver. Lock down the user controls so the user can't modify the screensaver, then use the Winexit screensaver as your "timer" for inactivity.
If inactivity needs to be defined as a subset of the scope of the Windows screensaver then a custom solution will need to be developed or provided.
