Does windows automatically reallocate bad sectors while hdd is in normal use or only during a full format?

The OS does not do this. The drive however does. Sector reallocations happen when writing or when a pending sector can finally be read successfully. Also when the drive has a non zero pending sector count it will in the background try to fix recover from the unreadable sector.
