I have a seagate pushbutton 300gb external hard drive and I was wondering if it was safe format it to ntfs.

why not!

My guess is that it comes default at FAT32 for the idiots still stuck on Win9x boxes.

GO FOR IT!

It'll work fine, but you won't be able to plug it into mac/linux/win9x boxes and have it work. If that's not a concern, go for it, and enjoy larger file sizes and such.
