screen tearing at windows desktop?

I upgraded to the 12.3 drivers I have been having this weird issue,I get this screen flicker,it really looks like screen tearing when I am just browsing the web or when the computer is sitting idle,This was never and issue before.

I reinstalled windows last week to put my os on my new ssd,I picked up the 12.3 drivers and just OC'ed in CCC to the max of 875 MHz and never had this issue,I just installed trixx so that I could use the voltage control and now when ever I start to OC I get these random lines that flash through the screen,I did however manage to get a better OC lol,975 on the core and 1225 on the memory,it looks like the tearing you would see inside a game,like uneven frame refreshes.

Any one else experiance this,I am going to uninstall trixx and see if that helps,or is this a known driver issue,I am running hd 5830's in crossfire.

EDIT*I would like to add,I just noticed that the PCI-e lanes keep switching from 2.0 to 1.1,not sure what that means,but I have never noticed this before,could that be the culprit?
