I just got my new computer up and runnin with a bfg 6800gt. Now, i have the 71.89 drivers installed but it seems that i cant raise my resolution higher than 1280x960 and cant put my refresh rate higher than 60hz (used to be at 75hz) Any idea whats the matter?
 
Are you using an LCD screen? If so, the refresh rate doesn't really apply, and 1280x960 may be your monitor's maximum resolution (either physical or interpolated).
 
Windows acts as if you have a new monitor each time you reinstall video drivers or whatever. This is a problem for me since I'm using a custom hacked driver I made in PowerStrip that lets me get 1440x1080 (2xDVD+4:3 padding) out of my monitor which just detects as a generic one anyway rather than the correct model (which has been in the built in drivers for a long time.) You may need to manually set the monitor to a different driver. Perhaps you still have a disk that might have come with it? If not you'll have to select a better generic one or see if yours is maybe in the list (probably unlikely if it's a relatively recent monitor.)
 
ok well...ive come to the conclusion that monitor is just crap...lol i think thats the max resolution it will go and the max refresh rate

sounds about right. most monitors don't do high refresh rates at high resolution.
 
Most won't do high refresh at high res, yes. However, most will do higher refresh rates at THAT resolution, even those made for 1280x1024 (that's right, CRTs aren't made for 1280x960...) Mine maxes at 60Hz at 1280x1024 (or 60 at 1440x1080 by hack,) HOWEVER, it will go all the way up to 72Hz at 1280x960. I'm using the Optiquest Q71-2, which was a cheap low-end monitor at the time it was made (and not in production anymore. Optiquest was the low end viewsonic or something and they decided to even get rid of the brand.)

Most modern 1280x1024 CRTs promise 75Hz minimum. Usually more to the effect of 85Hz.
