Yeah I dont know whats going on with it but I have a brand new 32" monitor im using for my new build and I have it running everything and its just like if I scroll down the screen will lag really bad. Any suggestions to this anyone ?
 
It sounds like your graphics card doesnt have the driver installed.
Can you verify this?
 
Ok I installed the drivers for the video card and all is well.
