Screeen turns blue and flicker

Hi I bought used rx570 and when i install the drivers and amd sofware is turning on my screen goes blue and flick
Specs
I5 3470
400w psu
Gigabyte ga h61m s1
Gpu rx 570 4gb
Albo my old card nearly the same day i bought new start showing artefacts

question, did you check the paste and transfer tape prior to using the card. MIGHT BE able to salvage it by replacing that. also stupid question to ask, i know, but was the card properly powered? did you forget to connect the additional pci-e power cord from card to pcu? i've done it in a rush. sometimes i got what you got, sometimes i got nothing, just depended on how much power the card was trying to draw. have you checked the solder making sure it wasn't damaged, if you can micro solder its an easy fix if that's causing the problem. what happens when you try and boot your os in safe mode (don't know what os your using, i know you can do that with windows still learning linux). i am weak when it comes to software so i can't even begin to guess that side of the picture.
