Scrambled Settings Any One?

Can anyone help me with getting my speeds up to or close to effective clock rates as seen below? MY CPU is AMD AthlonXP 3000+. The settings below are provided by AIDA32 and are default values after resetting the CMOS. If my system can run at 200Mhz ( current default setting ) I would assume it should run at 200Mhz all the time with the proper CPU speed. But if I change the BIOS to 200 FSB or change Clock frequency or Muliplier settings I have no video. Any serious help would be appreciated. All hardware and OS files and drivers are current and up to date as of this post.

I'm thinking your agp/pci slots aren't locked. I kinda doubt with that old of a system that you will have that option in your bios. Not sure how to get around this but I'm pretty sure that's your problem.
 
What would make the system old? SInce I just put it together not a month ago. Just curios.
