sata raid storage system

To build something like that you will also need a motherboard or some sort, processors, and network card, ram, operating system, etc...NAS are basically computers(basically in the respect they have all of the above before anyone gets on me how they aren't) but they aren't designed for typical interaction. Just a plug into the network, boot it up, access the config via web based interface or serial console and go. It's not as simple as throwing some drives in a case with a power supply.
 
so its probably more cost effective to just buy one of those off ebay without the drives?
 
Yep, as stated home made NAS = another pc. The good news is you could get away with using an old box. I'm sure you could find something from the PII era for dirt cheap that will work just fine.
 
you could turn an old p, 133 into a decent file server with enough ram and a decent hardware raid card.
