Sata port question

I am having trouble overclocking my 64 3000+ and I have a Sata drive. I can't achieve even a 25mhz overclock without it being unstable after a few minutes. Is it true SATA port 1/2 are not locked while 3/4 are? If so is this universal?
 
Yes, it is generally agreed that you should put sata on ports 3 & 4 locked when o/cing
