i have a wd sata drive it plugs in fine and all and i can fell it power on but windows dosent notice it i have all the new drivers and every thing but windows wont notice it is there like a list of things i need to do in order for windows to decect it
 
Here's some basic stuff to check...
Any "unknown" or driverless devices showing up in device manager? Does the machine report it at boot and/or in the BIOS? If it's attached to a raid capable controller, have you checked the configuration? Sometimes you have to tell the controller if a new drive is supposed to be a single disk or part of a raid set. Sometimes it'll assume it's a single disk, other times it'll think it's part of a raid set and the other disk(s) is(are) missing, so it doesn't report it at all. Is it partitioned and formatted?
 
start menu, control panel, admin tools, computer management, disk management tab, see if the drive is there, if it is, partition, format, assign drive letter, and enjoy. If it doesn't show up under computer management something is wrong with the drive.
 
Having SATA RAID enabled in the BIOS often causes non-RAID SATA drives to not show up. Disable SATA RAID and see if the drive is recognized.
