sata enclosure not working..

I bought a new hp envy and also a ssd. I had an old sata enclosure laying around and was going to clone the harddrive and then switch the drives but the ssd will only show up in my devices and not with the other drives. I cant format it, put data on it or anything but it shows up usb 2.0 sata bridge under my devices. Anybody have any idea? thanks

I also just plugged it into my macbook and it recognized it and everything.

I actually hooked it up to my mac and it recongnized the drive, i formatted it then plugged it into the laptop and it started working. Now im having trouble cloning the old hdd to the new ssd. I am using xxclone and got the hdd cloned and made the ssd bootable but when i try to use it, it tells me "error loading operating system" it just sits on a black screen saying only this.
