SATA Drive format issues

I'm trying to install WindowsXP on a fresh 250gig SATA II drive and Windows' format is only allowing me to make a ~130gig partition to install Windows on. Now, regardless of the wisdom of not installing Windows on a separate partition from my programs, please help me figure out how to reformat my entire disk. I tried to tell it to create a second partition with the rest of the space and its not letting me do so. If I go ahead and install windows, then My Computer recognizes the drive as having 250gigs but says only 130gigs are free.

I read about the 48bitLBA issue but it is my understanding this is supposed to only affect IDE drives and not SATA. Please, any help would be great. I plan to try to create a bootable CD and fdisk the drive when I get home, but some advice from the experts would be very appreciated.
