SATA 3/gb and NCQ

Are all SATA 2 drives these days including NCQ? Does NCQ really make a diff in speed?
I'm eyeing all manner of Seagate drives, and some mention NCQ and some don't...but they're all SATA 2's it looks like...
 
SATA II and SATA I doesn't make a difference either. NCQ doesn't make a huge difference and in fact in some instances it may hinder performance. It does make the drive a little more organized and you will have to defrag less. This is just my personal testimonial.
