Problem: 1# Once I boot up computer, I see some artifacts on my screen(Green lines). Once I go into windows everything looks fine except some borders on icons have some weird green lines around it, basically I have to click on "refresh" to get rid of them.

2# When I launch any Direct 3d games, characters have long spikes sticking out of them like its streched or something, ill try and provide a screenshot to show you. Never seen this before. please help :( (Video card is stock, not OC'ed)

Computer Asus a7n8x2 2200+ 784 ocz ram 80gig WD Sapphire Radeon 9800pro 256.

Fan on vidcard spinning ?
Filled with dust on vidcard heatsink that prevent airflow ?
 
no idea where the problem could be.
1 .check your video card to make sure it's all the way in the agp slot.
2. artifacting usually occurs when the vid card gets too hot. so you might want to check if the video card's fan is working.
3. the core might not be making good contact to the hs. so reseat the hs on the core and add some fresh as5 if you have any.
4. uninstall the ati drivers you have, and do a fresh install of the new catalyst or your fave ati driver variation.
5. if that doesn't work, rma. if you can.
6.
7. profit.. .
 
Is your system over clocked? I had a problem very much like this with my old (or is it current since my new card is gone back for refund)GF 2 GTS, as it turns out my mobo was dying, so the eorrors were comming from data not being processed correctly.
 
FWIW - I have seen a several sapphires bad out of the box
dont know if this is your case
green lines to me is card
make sure vsynch is default off or on depending game settings
make sure your monitor name is showing in display
check in smartgart tab if AGP is off
if it is, reload mobo chipset drivers (AGP-CPU)

test in another PC
