Sapphire cooling fan problem?

I just got my X800 from Newegg. The cooling fan keeps starting and stopping. The heatsink is blazing hot. I dont think this is normal. I have already pulled the card out so I dont overheat it until I find out if this is normal.

Screw it. This is the second bad thing from Sapphire. I just RMAed it for a refund.
