Samsung Secure Erase quirk

I am selling a Samsung 870 EVO SSD and want to ensure my files are not accessible by the next person.

I did a diskpart /clean and then did a Samsung Secure Erase using their bootable utility. It all looked fine, but I wanted to test it. So I created a new volume and put some video files on the drive, then did only the Secure Erase tool.

To my surprise, when I restarted my computer I could still see the volume and the files I had put on there! The only difference is I can't actually open them. They show taking up space, but are effectively broken.

Is there some kind of index that is keeping an index of the file names, but the content was deleted? Or did it not work properly at all?
