Safe voltages?

About what voltage is safe for a p4 system? I'm looking at the 2.6-2.8c and I was wondering if they still have the dead northwood syndrome or whatever the hell it's called. I'm just used to cranking amds voltages to whatever my cooling can handle.

Basically what I have in mind is getting a p4 system and then getting a cheaper watercooling kit to just cool the cpu and then overclocking it. I want to know if I will be limited only by heat or by voltages as well. Thanks
