im running a lappy with a radeon 9600 w/ 64 megs
p4 3.0
512 ram
15' screen

and when attempting to plug the s video into the tv(i've tryed this on multiple tv's ranging in size, quality, and age) first off it is black and white, second off doesnt pick up audio and third off the tv screen appears to be scrolling rapidly.
i've tryed changing the resolution, no reaction and tryed to chagne my refresh rate but found out its on the lowest setting already 60 hertz...
any more ideas?

The black-and-white may be because you're leading the S-Video signal to a normal video receptor on the TV. Try the other video channels. On newer TV's there's often an S-Video input channel. This may be called "Aux".

And an S-Video signal does not contain audio. You'll have to add that; for instance by using an S-Video-to-scart cable that has extra audio connectors on the computer side. But maybe your audio setup is correct, and once you fix the rapid scrolling, audio will just switch on.
