I need to build a system for Handbrake video encoding. Ryzen seems to be a good choice for that. However, I am also looking for a board with has remote management (IPMI). Is there any a board which is Ryzen based and supports IPMI?

I realize you want something else but how about...

What level of management do you need?
You could turn in on via Wake on Lan, you'd need to forward UDP ports 7 and 9 and know the MAC address.
Then there's remote desktop stuff like teamviewer or tightvnc (the latter needs port forwarding too, the former does not).
Reporting is possible by software that monitors and e-mails the results (like HDD Guardian for hard drives)

If you want real ILO or iDRAC type levels of management, you will not find it with Ryzen or probably even Threadripper. You will need to step up to Epyc or the appropriate Xeon platform.

I would also like this for my always on linux based PVR / fileserver. For me ikvm + power on / power off would be enough. I wish SuperMicro came out with a AM4 board.

They might eventually. They had some of the coolest socket 940 motherboards back in the day. I ran a Tyan K8WE (S2895) and a pair of Opteron 254's as my main rig in those days.
