RX480 Fluctuating GPU Usage.. Power issue?

Not sure whats happening but lately I noticed my performance from my RX480 is subpar., its an MSI RX480 Gaming X 4GB model. It is overclocked at 1340Mhz Core Frequency and 2000 Mhz Memory Clock, however I see the same results when it is not overclocked at default factory settings. Any clues? I have the latest drivers (Crimson 16.11.4).

This happens during gaming not the same game everytime (L4D2 and Titanfall1 or 2), there usually a little studder in the game, there wasnt any in the past, curious if the card just went bad..

Reset all your settings to the default in Wattman and reboot. See if that helps.

This has been happening for about a week, and yes I have rebooted, set Wattman to default and rebooted, did this first before posting here, out of ideas.... I'm actually overclocking so that the studder isnt as bad, without some overclock its kind of annoying to game.
 
If you lower the clock, does it still do it? Just try something like 1000Mhz core.

If its fine there, it could be a power issue.

Have you tried a different, distinct PCIe power connector?
 
Thanks guys, I have tried a many things, lowering/increasing individual settings, base clock/memory clock/power output and even fan, weird fluctuation still occurs.
At some point it seems to stabilize, I think i found a sweet spot with overclocking at 1330 Mhz (base clock), 1900 Mhz (memory clock), -20 power and 80% fan. Yes fan seemed to make a difference at 100% it seems to fluctuate more. I am almost 80% sure it is a power problem on the card. I have tried different PSU's and same problem. Im going to see if I can get a replacement because this is a huge pain in the dick.
There is still an occasional studder in the game when the GPU usage drops to 0 for like a second. Sucks badly when this happens though, imagine in the middle of a game and everything freezes for a second. I hope this becomes helpful to those who are also having this issue.
