yikes! that is at the thermal limit, you CPU is literally burning to death of course the CPU will throttle but it is shaving years of life span off of you CPU, your CPU should not get above 80oC for long periods of time, for long life the best temps are 70oC or less in my experience

your cooling solution has failed in one way or another I would immediately look into it.

Is it under load? Its still below the tjmax for 100C that verified and warrantied. But depending on cooling solution and load you may or may not want to do something about it. Perhaps just remove dust.
 
Shut it down and boot into bios, if the temps are high like that there you have a serious problem.
