I have two eVGA 260 super clocked editions in SLi and was wondering if there are any different rules on overclocking SLi than overclocking just a single card? Do they both have the be the same speed?

they both have to be the same speed by default, because the faster clocked of the two cards inherently (through drivers) is downclocked to the speed of the slower card.

Does this same rule apply to overclocking the sli? My overclocking will be the max speed of my slower card or can they be different?

your overclocking will be the max speed of the slower card, overclocking one card alone will have no benefit.. I don't even think you can overclock one card alone when in SLI, I thought you had to overclock both cards together.. but I could be wrong.. been a while since I used SLI
