say I were going to place a computer on my carpet, would it be worthwhile to place rubber feet on the bottom to eliminate static charges?
 
It might, but even if the case bottom is on the carpet you will be find as long as you remember to ground yourself when you work on your computer. Grounding yourself when working on computers is common sense, and as long as you do that you should be fine

All static from the plastic case feet and the carpet should go straight to the frame of the case (which is grounded by the PSU) so that shouldn't really be a problem
