RouterOS

All hardware running RouterOS can work as router. Software is similar in all RBs.
You get all features - VPNs, BGP and so on.
So yes, you can.
 
Get the 951 instead of the 751. Pretty much the same model with updated processor and memory and gigabit lan.

To answer your question, yes you can use any of the routerboard products as router, vpn etc. As long as you have a l4 licence or higher. L3 cant act as an ap.
