Router up/down with multiple CSUs

I have a long local access T1 with a router and CSU on the user end (internal) and a CSU on the interconnection to the carrier. The carrier also has a CSU toward the local access and another at the far end. There is another router at the other end of the far end CSU. Each T1 span has been tested with T-Berd and records clean. When we take down the loop backs, the routers come up and then down. We suspect the clocking on the multiple CSUs is not configured correctly.

Should the clocking be alternate; master-->slave-->master-->slave?
 
Why do you have so many CSU's involved? You should only need one at each end (with cross-connects in the middle at Layer1-level). I've never heard of having intermediate CSU/DSUs before.
 
The T1s terminate at the user facilities of a campus. The campus insisted in meeting the carrier at the carrier POP and terminate on a CSU. The carrier also installed a CSU to maintain a definitive demarc. There is a CSU at the far end. There are four CSUs per T1. I may insist the carrier remove the POP CSU.
