rivatuner vs software speed

Hey guys, I set my 7800 gtx speed to 477 mhz but in rivatuner hardware monitor i get the following speed,

would you guys happen to know which is right
 
The 7800 GTX core clock is funky.
When you enter 3D apps the core speed increases by 40Mhz by itself.
Search the google for GTX core speed.
