Retarded USB mouse problems...

I got this IBM branded USB mouse for $10. Whenever it is hooked up, XP won't recognize it half the time. I usually have to pull the usb out and stick it in another slot until one finally works after a few tries. It has a blue led on top, sometimes when I stick it in one of the ports, it faintly glows, then goes off. Then I just keep switching it until it comes on and stays on.

It came with a USB to ps2 converter, but that thing powers up the mouse but I can't use the damn thing. It's just becoming really irritating having to put the mouse in and out of ports using a trial and error method. I don't know what I did with the driver disk...

Any ideas?
