Resolution scaling or black borders

Hi all! I'm considering buying a 17" LCD soon, but upgrading my graphics card every 6-12 months is not an option, so I'm wondering if all LCD's use scaling if you set the res lower than native? It would be a bit optimistic to hope that my card will always be able to run new games at 1280x1024.

So is it possible to make it so that the game runs in a 1024x768 / 800x600 region inside the 1280x1024 screen area, surrounded by black borders. I'd prefer that to having a degraded picture quality. That sound like something a gfx card driver should be able to do, right?
