I'd like a SFF PC for playing ESO, I'd like to keep cost to a minimum, however it should be able to play the game on max settings.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc Elder Scrolls Online on maximum settings
2) What's your budget? Are tax and shipping included? £600 would be good, but can go higher
3) Which country do you live in? If the U.S, please tell us the state and city if possible. UK, however US links and prices are fine.
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need. The case and all parts inside it, no need for external items (monitor, keyboard etc)
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model. None
6) Will you be overclocking? No intention
7) What is the max resolution of your monitor? What size is it? Likely 22"ish HD

Think entertainment center shelves, closet space, rackmount, etc. Many modern SFF cases have either removed the optical drive or have been constructed so that removing the ODD increases the configuration possibilities immensely. No restrictions

10. How comfortable are you with custom case design/modification and electrical wiring? What tools do you have (Screwdrivers/Leatherman, Drill, Dremel, Metal snips, Soldering Iron, Bending Brake, CNC/Welding machines/Plasma cutter, etc...)? No modding, I'll be able to acquire all needed tools

11. How important is the noise/silence of this sytem? HTPCs typically want to be quiet while all-out SFF gaming rigs don't care Don't care

12. How mobile does this system need to be? Need a carrying handle or carrying straps? Is weight important (carry-on bag, etc)? Water cooling quick disconnects, etc? Doesn't need to be mobile

13. Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit? Remember that OEM copies of Win7 have issues with new motherboards I'll be purchasing a suitable OS, no need to be included in price though

14. When do you plan on building/buying the PC? Immediately, in a couple weeks, 3-5 years? ASAP
 
ESO doesn't require a super gaming rig to play well. I've run it well on multiple old and new machines throughout the betas.

It even runs well on an old mac mini.
 
Everyone is right when they say that you don't need an extreme PC to run this thing. The minimum requirements say you need a video card with 512MB of VRAM, so it can run on integrated graphics. I've run many games on integrated graphics and the results aren't pleasing, but it wouldn't hurt to have 60+ FPS on Ultra settings.

Anyway, this is what I came up with. It's a little over budget, but I'm going to let you decide if you want it at this price or if you want it lower.

The changes I could make to this build (to make it cheaper) would be to:
  1. Change the CPU to an i5-4440
  2. Remove the SSD, but you would lose out on it's benefits
  3. Change the case and PSU to something cheaper. The case comes with a PSU. The reason I chose this case is because it's been loved by many SFF communities for it's size
  4. Change the video card to an R9-270(X) (may come bundled with BF4)
I wouldn't change anything here, but it's your choice.

If you want to upgrade some things and pay a little more cash, I suggest changing the CPU to an i5-4670 (NON-K) and an Asrock H87M-ITX.
