I'm looking for a decent program for managing and editing data from SIM Cards. Basically I was handed responsibly for all the company phones and I want to make a master address book and copy it to the SIM Cards for all new employees to use. We currently use a very, very wide range of phones so this is the only way I can think of to do this, assuming we keep the address book under 250 contacts.

Well, you can get a SIM duplicator, they're tiny devices that look like a cheap $1 calculator. It's a manual process though, and it takes a good amount of time per transfer. You could also look into getting a Celebrite machine, though I have no idea what the licensing fees on that would be.

Are these all smart phones or a mix of regular phones too?

I have a copier as well, but I want to make a master list and update it Monthly
 
Do you have an Exchange server that the phones will be syncing to? If so, maintain a contact list in the public folders. When the new employee starts copy the contents from the public folder to the contacts folder in their Outlook profile and then they will sync up with their phones.
 
Honestly, I think buying a celebrite might be the only (or at least easiest) solution.

What provider are you using? Perhaps speaking to their business dept. can help you get onto the right track.
