Replacing video card in older machine

My brother in laws video card is dying and needs replacement. Currently he has a 1900GT in his system and for the light gaming he does it has worked fine.

Because it is an older system it would not make sense to put a 4850 or the like in it.

I was thinking the 4650 because the 1900GT seems to be faster than the 4350 and 4550. He only has a 4600+ AMD CPU.

Based on that and a price tag of as little as possible, what ATI card do you recommend?

Why does it have to be an ATI Card?

The 9600 GSO is a very good low budget card.
 
If he's happy with the performance of his current card a 4650 should be a fine side-grade. It's actually about as fast as an x1900xtx, so maybe even a small upgrade.
