Replacement for friend's 9500GS

My friend has a POS 9500GS single slot and he is looking to replace it for something about 30~40 used, what would be a step up that's still decent for him. He plays some Civ V some RTS games, pretty much no FPS games. Just want to get something pretty quite that's going to keep him playing the junk he plays. I can give him advice on top-end stuff but am having issues finding something that's a single slot replacement.
 
I'd suggest looking for a used card on forums/ebay. Something like an 8800 GT, 9800 GT, HD 4830 or HD 4850 (if you're lucky). Any new cards that cost ~$40 aren't much better than your friends card.
