Removed External HD Re-appearing

I use "Safely Remove Hardware" so that I can power off my external hard drive. However, after the drive disappears from the list, if I don't turn the hard drive off within a few seconds, it re-mounts itself and appears back on the list.

Why does this happen? What can I do to prevent my external hard drive from re-appearing? I don't want to corrupt my data.

why not turn it off immediately then? i also cannot see how the data would corrupt. of course, i could very well be wrong.
 
so, are you removing it with the intention of turning it off and are just unable to get to the drive in time? How long is a few seconds? 3, 5,10, 60?
 
The time from when it says "It is now safe to remove your hardware" to when the drive starts spinning again is about 6-8 seconds.
 
and I assume you're running XP and not Vista or something else right?

I ask that because of Vista using removable storage when it can.
 
another thing - what make/model is the enclosure? maybe the issue is there.
 
If you then quickly remove the drive after doing "safely remove hardware" does it still reappear? If so you might try saving stuff to it, if you can then you might have discovered a flaw in the matrix whereby you can save information on none-existant storage medium. This could save us all a nice chunk of change.
